Community Relations Director

HOA BoD are supposed represent the majority of the ownership.  If we only lived in a perfect world.  Since we don't, we all know that what is really represented is only about 5 to 10%.  Which is why there should be a non-voting position entitled Community Relations Director or Homeowner Advocate on the board. 

This person would do polls of the ownership on various things the board is considering doing or planning to do.  So, let's say that the ownership voted at the annual meeting and the majority wanted 3 projects completed.  The Community Relations Director or Homeowner Advocate which ever you want to use, would start calling the owners.  Asking questions and letting owners know what has been discussed and how they feel about it.  As the discussion progresses and before the project is finalized owners would be called again.  This director would conduct polls to rate vendors and customer service from management, etc. 

This director could even manage a suggestion box for people to voice solutions to problems without the fear of retaliation.  I say suggestions because if your just gonna complain without offering solutions then you probably don't have a legitimate problem.  Since every condition within the community is different and you know the situation better than anyone.  You probably know a solution to fix the specific problem without changing anything other than the specific thing that's causing the problem.  If you don't know enough about what is causing the problem then you should not be complaining to anyone until you do know.

All the information gathered would be reported back to the board so they know how to proceed as the majority has instructed.  All the data collected should be done so without using names or lot numbers or any kind of ID as to what owner said what. 

As I said this advocate would be voted on the board into the specific position.  However, this position would not be included in any board voting.  It's a non-voting position since they truly represent the ownership and nobody else.  If at any point the owners feel this person is not representing them or is not being effective they may be removed and replaced or not replaced.
