You may want to think twice before pointing the finger at other owners in your HOA. My HOA has falsely accused owners of damaging common areas. Doing so causes owners to get suspicious of others and causes fighting within the community. This is when cameras start going up.
If something keeps happening repeatedly causing costly repairs just sent out a newsletter via US Postal Service explaining the problem and how it could be happening. For instance bubbles in the hot tub could be caused from clothing not being rinsed well (people do use unscented detergents), spa safe additives, or hair products can cause bubbles. It will continue to happen if you don't make people aware of the problem.
Don't send newsletters only by e-mail not everyone reads e-mail daily, weekly, or monthly. Most people get more junk e-mail and spam than they get regular mail. But, everyone still reads their regularly hand delivered mail. As long as coupons come in the mail people will read it. Plus, regular mail is more reliable than e-mail and always will be.
